Correct ommissions in rmc.el

* lisp/emacs-lisp/rmc.el (touch-screen-scroll)
(touch-screen-pinch): Declare functions.
(read-multiple-choice--short-answers): Call the same functions
directly and prevent the on-screen keyboard from being
deactivated immedately before it is reopened.
